The whole concept is the same as what's this, I want it and so on.
Basically used for illustrations that is extremely desirable, like dakimakura, fighting game concepts (shown in the thumbnail), illustrations that are going to appear in commercial art books or light novels, and so on.
In the west, this is better known as shut up and take my money, or fund it, if the said "product" is not actually available.
