He hires Garlot and the others, who had been endlessly chasing petty evildoers as a small-scale vigilante band, as his private army. By using their martial power, he gains rank and fame, becoming more influential and aiming for the goal of changing how the empire works from its basic principles outward.
Velleman has a strict personality and views Gram Blaze as his own hands and feet. Because of that, he is often irritated and made wary by Garlot, who has a bad habit of ignoring orders and saving people due to being bad at sitting on his hands.
Sadly, Garlot's own feelings towards Velleman are a combination of respect and trust, and Garlot himself claims to view Velleman as a replacement father.
Whether the two of them can acknowledge each other or whether their unbalanced and complicated relationship falls apart varies widely based on route.
According to one scenario, Velleman once had a wife and daughter, but they separated six years ago. The unit demo says that he likes cheese.
